Difference between babylon and Sumeria?

Sumer was older. It was a pre-Babylonian civilization in the same region. The Deities of each culture's religion were similar, implying Babylon may have developed from ancient Sumer. (Either enslaving the Sumerian people, and taking on their ideas like the Romans did with the Greeks, or possibly just the people of Sumer recreating their culture after an economic crisis)
